Board of Directors

The Clockwise Board of Directors is made up of volunteers from many different backgrounds. They have a wide variety of skills, but they all share the vision and mission of Clockwise Credit Union and especially wanting members to have a good experience and a better outcome when managing their financial affairs. Their dedication is why we are a successful Credit Union with a fantastic reputation within the credit union movement.

Catherine O’Sullivan

Catherine O’Sullivan joined the board in 2025 as Chair (Designate). She has over 30 years experience in regulated financial services and payments across the UK and Europe working for a range of companies including Thomas Cook, GE, Santander, MoneyGram and OFX.

As well as her role on the Clockwise board Catherine is a Trustee/Director of Irish Community Care, a Liverpool based charity.

Paul Harris

Paul Harris (Treasurer) joined the Board in 2021. Paul has over 30 years’ experience in financial services, with Barclays, Swiss Re, Abbey National and primarily at Santander Banking Group having led their IT, Transformation and Change functions covering retail, corporate, investment, consumer, and digital divisions. 

He is a qualified accountant and is an experienced board Trustee and Director. He was the Treasurer of New Central Credit Union prior to merger, Treasurer for a sporting association and is currently a Trustee of an environmental charity, a magistrate and occasional strategy consultant for Financial Technology Companies.

Keith Rose

Keith is a retired Chartered Engineer who spent a career in the rail industry. He has lived in Loughborough for over 50 years. Keith was a volunteer at the Clockwise Loughborough Community Access Point for about 10 years, and has served as a director for 15 years, most recently as vice Chair.

Keiths engineering background brings an analytic approach, and a desire to make sure that projects will work in practice, and his experience as a Clockwise volunteer gives a good appreciation of our members and their needs.

Paul Mattioli

Paul was born and educated in Leicester via Hull University gaining an Economics degree.

He qualified as a Chartered accountant with Price Waterhouse and then joined Pointon York Financial Services.

He set up his own financial services company which he subsequently sold and took retirement. He became a director of Clockwise in 2005, subsequently serving as Treasurer and Chair of the Board. In addition to chairing Clockwise he still retains a number of non-executive directorships.

Susan Barton

Sue joined the Clockwise Board following the merger with New Central Credit Union where she had been serving on their board.

She started her career in education training in primary science but then spent five years teaching in Papua New Guinea where she was the head of mathematics in an upper secondary school. On returning to England Sue carried on her primary teaching finally ending up as head of IT in a middle school.

She has been involved in the Credit Union movement since 2011 when she began volunteering at Rugby Credit Union. She went on to work at the credit union and also to work at NCCU before joining the board at the end of 2019.

In addition to her work with the Credit Union, Sue has been involved in a number of community cooking projects, running basic cooking classes and cooking with families and children.

MARY HIRST

Mary has been a member of the HR Committee since becoming a director in September 2017 and is now Chair of the HR Committee.

Mary has 39 years experence in Education as a teacher, Senior Leader, Deputy Head and Headteacher. Mary set up an academy trust with 5 other primary schools in 2012 which also had charitable status. She managed the £15 million budget for the schools, alongside other finance directors.

Since retirement she has worked as an Education Consultant for various schools in Leicestershire Local Authority in supporting headteachers in their role as school leader and all that entails – ranging from issues with HR and staffing, finance, attainment, safeguarding and OFSTED preparation.

Brian Wilson

Brian Wilson joined the Board in 2004

He is a Chartered Management Accountant with wide commercial experience as a Finance Director at British Gas Retail plus spells as Interim Finance Director at Manchester Airport; United Utilities and S&A Foods.

Since retiring from commercial activities, he has served at Board level in NHS Leicestershire Primary Care Trust and on the Board of a division of Riverside Housing Association, a national provider of housing and support for tenants with alcohol, drug and mental health issues. He has also served as a Trustee of the Centrica Pension Fund and is on the Boards of several local charities in Leicester.

He is a member of the HR committee.

Mark Bailham

Mark Bailham (Independent Chair) joined Clockwise as the Chair of the Audit and Risk Committee in 2022. Mark is a qualified Chartered Accountant and worked in financial services for over 35 years focusing on Compliance, Financial Crime, Conduct and Ethics.  Mark is currently an Associate Member of the Mid & South Essex (MSE) NHS Integrated Care Board (ICB) and a member of its Finance and Investment Committee, as well as the MSE ICB representative on the Council of Governors of the MSE Foundation Trust. Mark was previously a Non-Executive Director of Deutsche Bank Turkey and Deutsche Bank Russia.

Jeremy Siddall

Jeremy joined the Board in August 2023 having previously served on the Supervisory Committee for a number of years, taking a particular interest in governance issues. Shortly after qualifying as a solicitor, Jeremy moved from private practice to a national firm of accountants where he gained a broad financial background. Using this knowledge, Jeremy has spent his working life as a company secretary with a number of businesses.

Jeremy has always been very aware of the importance of the voluntary sector and its part in helping people and the environment. He is an active supporter of both the Leicester Samaritans and the Woodland Trust and involved with a number of community clubs and associations.

MATT HALL

Matt grew up in Nottinghamshire, spent most of his working career in Leicestershire and has lived in Warwickshire for the past 30 years.

Matt’s career was primarily in Financial Services, initially with Alliance & Leicester and more recently with Santander in a number of analytical, marketing and commercial management roles.

His involvement with the Credit Union began as an independent member of the Audit & Risk Committee and subsequently he joined the Board in November 2025.

Dr Gulzar Singh

Dr Gulzar Singh brings over two decades of leadership experience across global retail banking and digital transformation, having held senior roles in the UK, Europe, the United States, Africa, India, and Asia. His career spans large-scale operational and strategic responsibilities, including branch expansion, customer infrastructure, governance, and business transformation within major financial institutions.

A Chartered Banker and a UK Global Talent (Digital Technology) recipient, Gulzar has contributed extensively to the evolution of modern banking models, with particular focus on inclusion, trust architecture, and hybrid service design. He is also an author whose work explores the future of retail banking and the role of community-based finance in a changing economy.

Gulzar currently serves on the boards of several UK organisations in the finance, community, and sustainability sectors, contributing to governance, strategy, and organisational development. His long-standing engagement with education, financial wellbeing, and community resilience aligns strongly with the mission and values of Clockwise Credit Union.
